Once you have the permit, you can schedule the flights, which are frequently more expensive than flights to other parts of China. Keep in mind that everything, including meals, costs more in Tibet than in other parts of China. According to Tibet Travel Advice China, the city listed on the permission must be the same as the one from which you enter Tibet. You cannot enter Tibet from, say, Shigatze if your permission says you will enter from Lhasa.
