Acquisition of a SCOMET license is a multi-step process, and at each step, one must be extremely careful about small details. Here's an outline of the process:
Check the SCOMET List: Before applying for a license, exporters must ascertain whether their products are listed under the SCOMET categories. The SCOMET list is updated periodically and is available on the DGFT website.
Application Submission: An application is to be submitted by the exporter to DGFT online. It should mention the description of the items exported, end-user, and end-use besides any related technical specifications.
EUC is an abbreviation for End-User Certificate, another critical requirement which a license applicant shall attach along with the application while seeking a SCOMET license. It's basically a document from the end-user, certifying that the exported items will remain used for the purpose stated and shall not be diverted for unauthorized use.
Inter-Agency Review: The application is reviewed by the DGFT in association with other governmental agencies, which includes the Ministry of External Affairs and the Department of Atomic Energy. This step will ascertain that the export does not pose a problem to national or international security.
License Issuance: On approval of the application, the DGFT issues the SCOMET license, which lays down terms and conditions for the export of items listed therein. The license shall be valid for a specified period, and exporters have to adhere to all the terms outlined in the license.
