Once your permit is ready, your travel agency will either deliver it to your hotel in China or provide it to you in person before your departure to Tibet.
It's important to note that independent travel to Tibet is generally not permitted for foreign tourists. You must be part of an organized tour group with a pre-arranged itinerary and a licensed tour guide.
